5-Year State PlanThe Administration on Developmental Disabilities (ADD) stipulates that State Councils’ investments (grants, programs, and/or projects) support at least one of the following nine Areas of Emphasis: 1. Child Care, 2. Formal & Informal Community Supports, 3. Education & Early Intervention, 4. Employment, 5. Health, 6. Housing, 7. Transportation, 8. Recreation, and 9. Quality Assurance. The DD Act of 2,000 and the Administration on Developmental Disabilities require the development of a five year state plan which addresses the needs of individuals with disabilities and their families. Council State Plans are written in a format aligned with ADD’s Nine Areas of Emphasis. Goals and Objectives from each State Plan are met through Council investments (grants, programs, and/or projects). Outcomes from Council investments are tracked and recorded from pre-determined Performance Targets in one or more of the areas of emphasis and then reported to ADD in an Annual Program Performance Report. The MS CDD utilizes public input to prioritize goals and to focus on issues affecting Mississippi’s citizens with disabilities. The information gathered in 2005 resulted in the Mississippi Path Plan. The Path Plan provided the framework for the present Mississippi Council on Developmental Disabilities Five Year State Plan. Based on the 2005 needs assessments, the Mississippi Council State Plan targeted three major areas: Employment, Transportation, and Housing. The Path Plan additionally emphasized collaborative efforts, partnerships, and steps to move Mississippi from the present to the future. The Council vision is contained within the Path Plan.
